Do I need a Work Permit?

All non-Canadian or non-permanent residents admitted into a residency or a fellowship program at 9I制作厂免费 must obtain a work permit from Immigration, Refugees and Citizenship Canada (IRCC) to legally work in Canada. They are considered foreign workers and not students by IRCC. Do not apply for a study permit.

It is your responsibility to maintain a valid work permit for the entire duration of your program. You will be required to extend your work permit if your program is extended, or if your work permit expires before the end date of your program. You must stop working immediately, if your work permit expires or if you no longer hold a valid work authorization. Please inform the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca.

If you hold or are eligible for a or another type of open work permit, please inform the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca, which will confirm if it can be used for your training.

Otherwise, medical fellows and some medical residents are eligible for a Labour Market Impact Assessment (LMIA)-exempt, an employer-specific work permit under exemption code . You do not require a Labour Market Impact Assessment (LMIA), nor a Certificate of Acceptance (Certificat d鈥檃cceptation du Qu茅bec).

Work permit under C45 - Foreign medical residents and medical fellows

Eligible medical residents and fellows

You may be eligible to apply for a work permit intended for , if :

  • You have been accepted as a medical fellow or
  • You have been accepted as a medical resident and your funding is not provided for, totally or partially, by Canadian tax payers鈥 money or public means through a national or subnational Canadian government institution.

Publicly funded residents are not eligible to apply for a work permit intended for Publicly funded medical residents are residents who will be remunerated by Canadian tax payers鈥 money or public means through a national or subnational Canadian government institution. Public funds received through a national or subnational Canadian government institution include funding received from but not limited:

  • Quebec Ministry of Health (minist猫re de la sant茅 et des services sociaux),
  • Public Universities, hospitals, research institutions 鈥 with the exception of funds administered by public institutions.

As such, 9I制作厂免费 may not be able to assist with an employer-specific work permit application for publicly funded medical residents. Publicly funded medical residents who are not Canadian citizens or permanent residents should contact the Postgraduate Medical Education Office, upon admission at pgme-immigration.med [at] mcgill.ca for assistance.


How do I Apply for a Work permit under C45 - Foreign medical residents and medical fellows?

The Postgraduate Medical Education Office will submit an electronic job offer to IRCC and provide you with a job offer number called the 鈥淎-number鈥, along with other required documents. At the same time, you will be provided with instructions to assist you on the preparation of your work permit application.

Once your Work Permit has been Approved

For those who have applied online from outside Canada, you may travel to Canada once you receive an approval letter from IRCC. If you are applying for your work permit in-person upon arrival, ensure that you have followed the instructions, that you have completed a medical exam and that you have all your supporting documents printed and organized.

You should avoid travelling to Canada, making travel arrangements or buying your plane tickets before the work permit application is approved or before confirming you can obtain your work permit at the border on arrival. In case of a delay in obtaining your work permit, please inform the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca.

Your work permit document will be printed and issued to you at the first Canadian airport when you arrive or at the land border. To avoid complications, please ensure that the information printed on your work permit matches your passport and employer details.

If you apply to renew your work permit from within Canada, your work permit will be sent to your mailing address indicated in your application.

You must send a legible, full-page copy of the work permit to the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca, in order to finalize registration.

In case of a refusal of your work permit, you must immediately inform the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca . Note that the 鈥淎-number鈥 cannot be re-used if you work permit was refused or withdrawn.

Work Permit Duration

The C-45 work permit is normally issued for the duration of your 9I制作厂免费 offer letter and the Letter of Eligibility issued from the Coll猫ge des m茅decins du Qu茅bec (CMQ). However, a work permit will not be issued beyond the expiry date of the trainee鈥檚 passport and must be extended as required.

You must always hold a valid work permit during your residency or fellowship program. If the duration of your work permit does not cover the entire duration of your residency or fellowship, it is your responsibility to apply for an extension of your work permit in good time.

It is the medical trainee鈥檚 responsibility to apply to renew their work permit before it expires. If your work permit expired and you did not apply to extend it or if you applied to extend your work permit on time and got a refusal while on maintained status, you must stop working immediately and contact pgme-immigration.med [at] mcgill.ca () and your program immediately.

How do I apply for a work permit renewal ?

Most residents and fellow must .

The 9I制作厂免费 PGME office will assist you if you need to renew your work permit. You will be provided with instructions to assist you with the work permit application process and with a new LMIA-exempt job offer number (A-number) to apply for a new C-45 work permit. You should not re-use the same A-number that was used for your previous work permit application.

You must continue to have a valid medical exam for the entire duration of your training. Some In-Canada applicants may be exempt from the immigration medical examination requirement until October 5, 2029 ().

Maintained status (previously Implied status)

If you applied to renew your work permit before it expires), you are authorized to continue residing and working in Canada throughout the renewal process even after the expiry of your current permit. This is called maintained status 鈥 formerly 鈥渋mplied status鈥.

Under maintained status, you may continue working under your current work permit鈥檚 conditions until a decision is made on the extension, as long as you stay in Canada and don鈥檛 leave after your current work permit expires.

If you do not receive your new work permit before your current one expires, we may ask for a copy of the WP-EXT except PGWP (IMM 5988) letter acknowledging receipt of your extension application to prove implied status. Without this proof, you cannot keep working until your new permit is approved.

Trainees on work permits who apply to extend their permit before it expires may continue their training under maintained (implied) status; however, this status is valid only while the trainee remains in Canada. Leaving the country before a new permit is approved results in the loss of maintained status and may prevent the trainee from returning or continuing the program.

Trainees on maintained status must inform the Postgraduate Medical Education Office at pgme-immigration.med [at] mcgill.ca, before making any travel arrangements, as travelling during this period is strongly discouraged and may lead to significant disruption.

If you leave Canada while on implied status, you may lose your foreign worker status. Please contact Immigration Canada if you wish to leave the country while on implied status: 1 888 242 2100.

鈥嬧嬧婣ccompanying Family Members

Spouses (married or common-law) and children under the age of 22 years old may accompany you to Canada but must secure their own immigration document.

Your spouse may qualify for an open work permit if your work permit is valid for at least 16 months when they apply. For renewals, your spouse may qualify to extend their open work permit only if your renewed work permit is also valid for at least 16 months. If your renewed permit is valid for less than 16 months, your spouse may no longer be eligible for an open work permit. If they are not eligible, your spouse may come to or remain in Canada as long-term visitor, not authorized to work in Canada or as students.

To facilitate the immigration process for you and any accompanying family members, we strongly recommend that your passport is valid for the full duration of your residency/fellowship.

Open Work Permit and Health Insurance

If you receive an open work permit, you may not be eligible for the Quebec Health Insurance Plan (RAMQ). Should that be the case, it is your responsibility to secure private health insurance for the entire duration of your training. You cannot continue training without a valid proof of health insurance.
