Is there another possibility? I argue there is \, a relational approach that involves actively recruiting landowner and i ndustry stewardship and agency\, pursuing fairness and right relationships with stakeholders even at the expense of small-scale efficiency. At large r spatial scales and over longer durations\, a relational approach may ach ieve both efficiency and effectiveness\, safeguarding species while transf orming the economy. I illustrate this through endangered species legislati on and associated market-based tools like mitigation banking and so-called incentive programs.\n\nKai Chan is a professor at the Institute for Resou rces\, Environment and Sustainability at the University of British Columbi a.
