National laws are strengthening and mul tiplying throughout the world\; European instruments are being consolidate d and externalized\; international standards are developing\; and finally\ , a universal declaration on animal welfare is being proposed to the Unite d Nations General Assembly. Although the protection granted to animals va ries depending on the country and the normative level concerned\, there is a common legal grounding that can be deduced from a comprehensive compara tive study. Which universal basis can be identified for a binding protecti on in international law? Is it sufficient for a true improvement of the le gal status of animals in the world?
