  on an equal basis with others and are not obliged to live in a particular
  living arrangement'. Using the CRPD as a backdrop\, this seminar will exp
 lore issues of independent living and security. In particular\, we will ex
 amine how independent living and integration in the community can be achie
 ved. We will discuss the challenges of balancing the need to protect with 
 the right to liberty\, as well as the best policies for promoting not only
