As a British Columbia mining exec utive\nexpressed in 1903: 'We need immigrant workers...for the jobs\nCanad ians won't do.' In this session\, the speaker will review the\ngenesis of migrant worker programs in Canada as the state's\nresponse to labour short ages in sectors that have poor working\nconditions and low wages.  The sta te's response will be\nexamined in the context of immigration policies and race. The\nsession will focus specifically on the systemic features of\nt emporary foreign worker programs that make migrant workers' rights\nprecar ious and reinforce racial stereotypes.  Finally\, the\nsession will review the political and legal strategies pursued in\nsupporting migrant workers and seeking changes to migrant worker\nprograms that allow for exploitive working conditions.\n \nABOUT THE SPEAKER\nVeena Verma is a lawyer and co nsultant working in the areas of\nhuman rights\, labour\, and internationa l law. She has extensive\nexperience litigating and researching issues aff ecting migrant\nworkers' rights both in Canada and abroad. Recently\, she completed\na project working with Chinese officials to improve labour righ ts\nenforcement for migrant workers in China. In 2002\, she was retained\n by the North South Institute to prepare the first comprehensive\nreport on the legal and policy framework of the Seasonal\nAgricultural Worker Progr am in Canada.Between 1999-2008\, Veena was\na practicing lawyer and partne r at Cavalluzzo Hayes Shilton\nMcIntyre & Cornish in Toronto. During this time\, she acted as\nco-counsel for the UFCW Canada in three constitutiona l challenges\non behalf of agricultural and migrant workers relating to th eir\ncoverage under the Ontario Occupational Health and Safety Act\; the\n right to collectively bargain\; and the treatment of migrant\nagricultural workers under the Employment Insurance Act. Veena\nhas a Bachelor of Arts from 9IÖÆ×÷³§Ãâ·Ñ and received her law\ndegree from the University o f Ottawa.
