 ntatives\, where he chaired the Committee\non Ecology and was principal au
 thor of the 1999 Clean Air Act and\nthe 2004 Clean Water Act. Acosta now s
 erves as Secretary-General of\nboth the Liberal Party of the Philippines a
 nd the Council of Asian\nLiberals and Democrats. He teaches public policy 
 and environmental\ngovernance at the Ateneo de Manila University and the A
 sian\nInstitute of Management\, and works with NGOs on microfinance in\nMi
 ndanao. Acosta received his PhD in Political Science from the\nUniversity 
 of Hawaii as East-West Center Doctorate Fellow and was\n2004 World Fellow 
 of Yale University. Dr. Acosta is a visiting\nscholar at the Centre for De
 veloping-Area Studies in June 2008.\n
